heat > voltage
imo as long as your temp is under control, anything below 1.5v is consider "safe".
I watercool my CPU and running 4.8G @ 1.43v 24/7, manage to keep its temp around 70 when running linx (AVX)
Under normal usage the cpu is a lot more cooler

not really. heat is partial reason, but high voltage can destroy the chip directly.

1. low voltage, no cooling -> chance to burn chip
2. over spec listed voltage, good cooling -> chance to burn chip too

high voltage can degrade or even kill you CPU. According to what I've read so far, people are trying to stay away from high voltage (1.5v or above) for 24/7.

Generally 4.8G stability can be achieved somewhere around 1.4-1.425, so 4.5G should require much less voltage to achieve.

you could start with 4.5G @ 1.375 run a few stress test and see if it is stable, then try to tune down the voltage bit by bit.
