You're right
A Google employee also stated that there are issues about the web displaying "Not Yet Shipped" but actually the phone is on the way shipping.
It's really confusing. Don't know if the phone is actually not shipped yet or just their system problems.

Maybe we have to check if the the credit card is charged or not in order to "guess" their progress.

of course  未扣錢, they need send the collection note to the bank and then actually transfer the money. it is very normal like that when using credit card purchase
