You can do such "manual" troubleshooting but those temporary solutions shouldn't have even existed ...

You're wrong!! I updated from 1607 -> 1803 last week, it kept my policy settings I previously set (as seen in imgs below)
I have 'always' manually update my windows, I never had any problems with 1607, but I want to play some UWP games, therefore I updated it. I never concerned about little security patches in between, and I never had any problems... everything I use regularly I saved in clould, large file like photos are offline. All e-bankings are 2-tiers authenticated now, so even (not that they will) hackers somehow hack passwords, no way they are getting in. Even if windows get corrupted, I have snap image which can recovery the whole system within 5 mins 
1803 a tiny bit slower that 1607 I found becos of all the telemetries (google it), worst with Nvidia suite (that's why I only install the driver only) I disable them as much as I can, M$ and everyone wants your data and keep track of what you are doing! if you don't know how to disable them and use the defaults, you will be tracked and it will slow down your system with constant updates and traffic... It is up to you to be smart and don't let them abuse you!
