I have similar situation as you
As the management office said, I have join cable (12 yr ago cut already)
I only can do is to contact cable to fix it (will charge)
the rest of my building which not join cable before can receive it !!!

我係去啊婆屋企試既
據我所知住左3~40幾年黎都無裝過有線
不過棟樓矮，借左隔黎大個天線用(聽講)
所以可能人地個天線有d問題

多數係大廈天線未更所, 唔可以話成個屯門收到, 但肯定青山發射站已射 RTHK 訊號頗久
