Yes, wiki also said that SW1600 (chips of Sunway BlueLight) is based on DEC Alpha 21164A EV-56 architecture but the patent was expired and no patent right anymore. For the current chips of TaihuLight (SW26010), wiki said that it is speculated the cores are partly inspired by the DEC Alpha architecture.
