The setup process prompts you to sign in or create a new Microsoft account. But, you can skip this step and opt for a “Local Account”. Just navigate the setup screens until you reach the page asking for your Microsoft account details. Then, click the “Offline Account” or “Local Account” option. This will prompt you to enter a username and password for your local account.
